Guide to Safe Scouting 1.1
The purpose of the Guide to Safe Scouting istoprepare members of the Boy Scouts of America to conductScoutingactivities in a safe and prudent manner. The policiesandguidelines have been established because of the real needtoprotect members from known hazards that have beenidentifiedthrough 100 years of experience. Limitations on certainactivitiesshould not be viewed as stumbling blocks; rather, policies andguidelines are best described as stepping-stones towardsafe andenjoyable adventures for all BSA members. All participants in official Scouting activities shouldbecomefamiliar with the Guide to Safe Scouting and be aware ofstate orlocal government regulations that supersede Boy Scouts ofAmericapolicies and guidelines. The Guide to Safe Scouting providesanoverview of Scouting policies and procedures ratherthancomprehensive, standalone documentation. For some items, thepolicystatements are complete. Unit leaders are expected to reviewtheadditional reference material cited prior to conductingsuchactivities. In situations not specifically covered in this guide, activityplanners should evaluate the risk or potential risk ofharm, andrespond with action plans based on common sense, communitystandards, the Boy Scout motto, and safety policies andpracticescommonly prescribed for the activity by experiencedproviders andpractitioners.
